——保障持續(xù)穩(wěn)定的航天活動經(jīng)費(fèi)投入。逐步建立多元化、多渠道的航天投資體系，確保航天活動經(jīng)費(fèi)投入的持續(xù)穩(wěn)定，重點(diǎn)加大對航天重大科技工程、應(yīng)用衛(wèi)星及衛(wèi)星應(yīng)用、前沿技術(shù)和基礎(chǔ)研究的投入力度。

    ——鼓勵(lì)社會各界參與航天活動。在國家航天政策指導(dǎo)下，鼓勵(lì)科研機(jī)構(gòu)、企業(yè)、高等院校和社會團(tuán)體，發(fā)揮各自優(yōu)勢，積極參與航天活動。

五、國際交流與合作

    中國政府認(rèn)為，自由探索、開發(fā)和利用外層空間及其天體是世界各國都享有的平等權(quán)利。世界各國開展外空活動，應(yīng)有助于各國經(jīng)濟(jì)發(fā)展和社會進(jìn)步，應(yīng)有助于人類的安全、生存與發(fā)展。
