中國(guó)有句俗語(yǔ)叫“要想富，先修路”。交通基礎(chǔ)設(shè)施對(duì)一國(guó)經(jīng)濟(jì)社會(huì)發(fā)展至關(guān)重要。密克羅尼西亞聯(lián)邦擁有眾多有利的發(fā)展條件，但受制于落后的基礎(chǔ)設(shè)施狀況，相當(dāng)一部分經(jīng)濟(jì)潛力不能得到充分發(fā)揮。而今天我們見(jiàn)證的波納佩州二級(jí)公路和卡瑪危橋改造項(xiàng)目，正是打破密聯(lián)邦發(fā)展瓶頸的關(guān)鍵一步。中方將幫助密方在馬德萊尼姆市修建六條公路，線路總長(zhǎng)約8708米。本項(xiàng)目工期18個(gè)月。中方將幫助密方在奈特市修建一做新橋，新建橋梁長(zhǎng)度為56米，兩側(cè)接線長(zhǎng)100米。本項(xiàng)目工期10個(gè)月。我曾親自考察這些路段，由于道路狹窄，坑洼不平，交通狀況十分惡劣，交通安全難以保證。中國(guó)援建的二級(jí)公路和新卡瑪橋建成后，將顯著改善道路狀況，減少通行時(shí)間，降低事故概率，還將有力改善當(dāng)?shù)丨h(huán)境，增加就業(yè)崗位，帶動(dòng)沿路的發(fā)展，為當(dāng)?shù)亟?jīng)濟(jì)社會(huì)發(fā)展提供堅(jiān)實(shí)保障。

As a Chinese saying goes, " if you want to get rich, build your roads first ". Transportation infrastructure is crucial to the economic and social development of a nation. The FSM has many favourable natural endowments for its development, however, subject to poor infrastructure, a fair amount of its economic potential cannot be fully tapped. The project of Pohnpei Secondary Road, the Groundbreaking Ceremony of which we are witnessing today, is exactly a key step to break the bottleneck of the FSM's development. The Chinese Government will help the FSM to build six sections of Roads in Madolenihmw, Pohnpei, with a total length of 8,708 meters. And the project will be finished within 18 months. The Chinese Government will help the FSM to build a new bridge in Nett, Pohnpei. The length of the new bridge is 56 meters and the length of the connection on both sides is 100 meters. And the project will be finished within 10 months. I have travelled those roads. Due to the narrow and uneven road, traffic conditions are very bad, and traffic safety is difficult to guarantee. After the completion of this China-aided Secondary Road and the new Kahmar Bridge, it will undoubtedly improve the road conditions, reduce the travel time and cut down road accidents. It will also effectively improve the local environment, promote employment, drive the development along the road, and provide a solid foundation for the sustainable social-economic development of local people.

Therefore, China will work with the international community to build a new type of international relations featuring mutual respect, fairness and justice, win-win cooperation, to make our world open and inclusive, clean and beautiful with lasting peace, common security, and common prosperity. This is the overall goal of China's major-country diplomacy with Chinese characteristics in the new era and the fundamental path forward for future development of the China-FSM relations.

　　建設(shè)“一帶一路”是推動(dòng)構(gòu)建人類(lèi)命運(yùn)共同體的創(chuàng)新實(shí)踐。絲路精神的核心是和平合作、開(kāi)放包容、互學(xué)互鑒、互利共贏。自2013年習(xí)近平主席提出“一帶一路”倡議以來(lái)，“一帶一路”建設(shè)已成為當(dāng)今世界規(guī)模最大的國(guó)際合作平臺(tái)和各方普遍歡迎的全球公共產(chǎn)品。包括密聯(lián)邦在內(nèi)的全球100多個(gè)國(guó)家和國(guó)際組織積極支持和參與“一帶一路”建設(shè)，一大批有影響力的標(biāo)志性項(xiàng)目成功落地。波納佩州二級(jí)公路對(duì)落實(shí)兩國(guó)元首巴新會(huì)晤共識(shí)、共建“一帶一路”具有十分重大的意義。中方視密方為“一帶一路”建設(shè)重要伙伴，愿幫助密方加強(qiáng)基礎(chǔ)設(shè)施建設(shè)。中方將繼續(xù)秉持習(xí)近平主席提出的正確義利觀、真實(shí)親誠(chéng)方針和“授人以漁”理念，在基建、經(jīng)濟(jì)技術(shù)援助和農(nóng)業(yè)、漁業(yè)合作傳統(tǒng)領(lǐng)域基礎(chǔ)上，加大對(duì)科學(xué)、教育、文化、衛(wèi)生、民間交往等領(lǐng)域投入，與密方廣泛開(kāi)展合作，共同努力建設(shè)“一帶一路”和人類(lèi)命運(yùn)共同體。

To pursue the Belt and Road Initiative is an innovative practice of building the Community with a Shared Future for the Humanity. The legacy of the Ancient Silk Road centers on peace and cooperation, openness and inclusiveness, mutual learning and mutual benefit. Since its introduction in 2013 by President Xi Jinping, the Belt and Road Initiative has become the broadest platform of international cooperation and a popular international public good. More than 100 countries and international organizations, including the FSM, vigorously support and participate in its pursuit. A substantial number of symbolic projects with significance have been successfully completed. Pohnpei Secondary Road Project is of great importance to the implementation of the consensus at the PNG summit reached by our two heads of state to jointly pursue the Belt and Road Initiative. China regards the FSM as an important partner under the Belt and Road Initiative and is willing to help the FSM in infrastructure construction. China will continue to uphold the values of friendship, justice and shared interests as well as the principles of sincerity, practical results, affinity and good faith, along with the idea of "helping friends to know how to fish instead of just giving fishes", all put forward by President Xi Jinping. In addition to the existing cooperation in the traditional areas of infrastructure, economic technology, agriculture and fishery, China is ramping up assistance to the FSM in new areas like science, education, culture, health, and people-to-people exchanges, etc. China will work hard with the FSM in wide areas to jointly pursue the Belt and Road Initiative and build the Community with a Shared Future for the Humanity.
