三、進(jìn)境物資申報(bào)

進(jìn)口博覽會(huì)暫時(shí)進(jìn)境貨物采用通關(guān)一體化模式，由國(guó)家會(huì)展中心或其委托的主場(chǎng)運(yùn)輸服務(wù)商在上海海關(guān)辦理申報(bào)手續(xù)，口岸海關(guān)實(shí)施驗(yàn)放。其他貿(mào)易方式進(jìn)境的進(jìn)口博覽會(huì)物資，境外參展方或其代理人按照現(xiàn)行規(guī)定辦理海關(guān)手續(xù)。

對(duì)于ATA單證冊(cè)項(xiàng)下進(jìn)口博覽會(huì)暫時(shí)進(jìn)境貨物，由主管地海關(guān)進(jìn)行審核并簽注，復(fù)運(yùn)出境期限與單證冊(cè)有效期相同。

四、展覽品查檢與放行

進(jìn)口博覽會(huì)進(jìn)境展覽品按規(guī)定接受查驗(yàn)、檢驗(yàn)、檢疫等。因特殊情況需在展館現(xiàn)場(chǎng)查檢的展覽品，由國(guó)家會(huì)展中心或其委托的主場(chǎng)運(yùn)輸服務(wù)商提出申請(qǐng)，經(jīng)海關(guān)審核同意，可運(yùn)至展館現(xiàn)場(chǎng)接受查檢。國(guó)家會(huì)展中心應(yīng)當(dāng)提供必要的辦公場(chǎng)所、查檢設(shè)施等。

對(duì)查檢正常的展覽品，由實(shí)施查檢作業(yè)的海關(guān)辦理放行手續(xù)。

III. Declaration of Import Materials 

The integrated Customs Clearance will be adopted for the CIIE’s temporary imported goods, with the NECC or its authorized home-field transportation service provider lodging declaration with Shanghai Customs, Port Customs carrying out the examination and releasing the goods. Regarding to inbound materials for the CIIE through other trading modes, overseas exhibitor or its agent shall process the Customs’ procedures according to the existing regulations.

Concerning the temporarily imported goods for the CIIE, which are under the items of ATA Carnet, competent Customs will conduct the check and endorsement, and the expiration date of re-exportation shall be the same as that of the ATA Carnet.

IV. Inspection and Release of Exhibits

The procedures of examination, inspection and quarantine should be accepted for CIIE’s exhibits pursuant to regulations. The NECC or its authorized home-field transportation service provider shall submit the application to the Customs in the event of exhibits needing the on-site inspection at the exhibition hall caused by special situations, and such exhibits can be transported to the exhibition hall for on-site inspection after approval of the Customs. The NECC shall offer necessary office site, inspection facility, etc. The Customs responsible for inspection shall release the exhibits which are proved to be normal after inspection. 

五、展中監(jiān)管

進(jìn)口博覽會(huì)舉辦期間海關(guān)依法派員實(shí)地監(jiān)管。國(guó)家會(huì)展中心、主場(chǎng)運(yùn)輸服務(wù)商以及參展商應(yīng)當(dāng)遵守海關(guān)對(duì)展覽品展示、銷售的管理規(guī)定，配合海關(guān)做好監(jiān)管工作。

六、展覽品處置

（一）展覽用品消耗。

國(guó)家會(huì)展中心應(yīng)當(dāng)督促參展商提前將預(yù)計(jì)的消耗，以書面形式報(bào)告上海海關(guān)，并明確展覽用品擬使用方式（試用、品嘗、散發(fā)）和數(shù)量（應(yīng)在合理范圍內(nèi)，與活動(dòng)規(guī)模相匹配）。對(duì)于擬試用、品嘗、散發(fā)的展覽用品，相關(guān)參展商應(yīng)當(dāng)提供符合要求的合格證明（參展國(guó)官方證書或者第三方檢測(cè)報(bào)告或者參展方自驗(yàn)合格報(bào)告）以及國(guó)家會(huì)展中心出具的情況說明，經(jīng)上海海關(guān)同意后，方可實(shí)施。

下列進(jìn)口博覽會(huì)進(jìn)境展覽用品，海關(guān)根據(jù)實(shí)際情況對(duì)其數(shù)量和總值進(jìn)行核定，在合理范圍內(nèi)的，按照相關(guān)規(guī)定免征關(guān)稅和進(jìn)口環(huán)節(jié)增值稅、消費(fèi)稅：

V. Supervision during the CIIE

During the CIIE, the Customs will designate officers for on-site supervision pursuant to laws. The NECC, home-field transportation service provider, and exhibitor shall follow the administrative regulations of the Customs set for display and sale of exhibits, and cooperate in the supervision work of the Customs.

VI. Disposal of the Exhibits

(I) Consumption of the Articles Used for CIIE

The NECC should urge the exhibitors to submit the written report on consumption forecast to the Customs ahead of schedule, and specify the planned usage mode (for trial, taste, and distribution) and quantity (which should be within a reasonable range, matching the event scale) of exhibits. For articles to be tried, tasted, and distributed, the relevant exhibitors shall provide qualification certificate (official certificate of the country where exhibitor belongs to, or the third-party testing report, or self-check qualification report of the exhibitor) meeting the requirements and situation statement issued by the NECC, and only after approval of Shanghai Customs can such articles be used in the CIIE.

The Customs will, in line with actual conditions, check and verify the quantity and total value of the following import articles used for the CIIE. The tariff, value-added tax and consumption tax for import will be exempted according to relevant regulations, if the aforesaid quantity and total value are within a reasonable range.
