Customs Clearance Notice for the First China International Import Expo of 2018

中華人民共和國(guó)海關(guān)將為2018年首屆中國(guó)國(guó)際進(jìn)口博覽會(huì)（以下簡(jiǎn)稱(chēng)“進(jìn)口博覽會(huì)”）提供全面優(yōu)質(zhì)的服務(wù)，并按照《中華人民共和國(guó)海關(guān)法》、《中華人民共和國(guó)進(jìn)出口商品檢驗(yàn)法》、《中華人民共和國(guó)進(jìn)出境動(dòng)植物檢疫法》、《中華人民共和國(guó)國(guó)境衛(wèi)生檢疫法》、《中華人民共和國(guó)食品安全法》、《中華人民共和國(guó)關(guān)稅條例》等法律法規(guī)對(duì)進(jìn)口博覽會(huì)進(jìn)出境物資實(shí)施監(jiān)管。

進(jìn)口博覽會(huì)期間，海關(guān)將派員入駐國(guó)家會(huì)展中心（上海）內(nèi)的“一站式”服務(wù)中心，提供相關(guān)咨詢(xún)服務(wù)。

對(duì)進(jìn)口博覽會(huì)暫時(shí)進(jìn)境展覽品，由國(guó)家會(huì)展中心（上海）有限責(zé)任公司（以下簡(jiǎn)稱(chēng)國(guó)家會(huì)展中心）向上海海關(guān)提供銀行保函辦理稅款總擔(dān)保。境外參展商或其委托的主場(chǎng)運(yùn)輸服務(wù)商持國(guó)家會(huì)展中心出具的《2018年首屆中國(guó)國(guó)際進(jìn)口博覽會(huì)進(jìn)境物資證明函》（附1）和《2018年首屆中國(guó)國(guó)際進(jìn)口博覽會(huì)進(jìn)境物資清單》（附2），免于逐票向海關(guān)提交稅款擔(dān)保。

The Customs of the People’s Republic of China will provide all-round quality service for the first China International Import Expo of 2018 (hereinafter referred to as “CIIE”), and carry out supervision on inbound and outbound materials of the CIIE pursuant to laws and regulations, including the Customs Law of the People’s Republic of China, the Law of the People’s Republic of China on Import and Export Commodity Inspection, the Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine, the Frontier Health and Quarantine Law of the People’s Republic of China, the Food Safety Law of the People's Republic of China, and the Regulations of the People’s Republic of China on Import and Export Duties.

During the CIIE, the Customs will designate officers to the One-Stop Service Center of the National Exhibition and Convention Center (Shanghai), to provide relevant consulting service. 

In terms of temporary imported exhibits for the CIIE, National Exhibition and Convention Center (Shanghai) Co., Ltd. (hereinafter referred to as “NECC”) provides the bank guarantee to Shanghai Customs to process the general guarantee for duty and tax payable. Overseas exhibitor or its entrusted home-field transportation service provider submits to the Customs with the Certification for Import Goods for the First China International Import Expo of 2018(Annex 1) and the List of Import Goods for the First China International Import Expo of 2018 (Annex 2) issued by the NECC, instead of guarantee for each transaction.

一、進(jìn)口博覽會(huì)備案

國(guó)家會(huì)展中心通過(guò)“單一窗口”和“互聯(lián)網(wǎng)+海關(guān)”提前完成進(jìn)口博覽會(huì)信息海關(guān)備案，采取“一次備案、分批提交清單”的方式辦理海關(guān)手續(xù)，確保進(jìn)口博覽會(huì)物資抵達(dá)口岸后快速通關(guān)。

二、展覽品審批和準(zhǔn)入

入境動(dòng)植物及其產(chǎn)品、特殊物品等展覽品需辦理檢疫審批的，入境前參展商應(yīng)當(dāng)提出申請(qǐng)，經(jīng)海關(guān)審批同意后方可入境（附3）。

展覽品應(yīng)當(dāng)符合《2018年首屆中國(guó)國(guó)際進(jìn)口博覽會(huì)檢驗(yàn)檢疫禁止清單》（以下簡(jiǎn)稱(chēng)《禁止清單》）和《2018年首屆中國(guó)國(guó)際進(jìn)口博覽會(huì)檢驗(yàn)檢疫限制清單》（以下簡(jiǎn)稱(chēng)《限制清單》）要求?！督骨鍐巍泛汀断拗魄鍐巍吩斠?jiàn)海關(guān)總署公告。

I. Registration of the CIIE

The NECC registers with the Customs in advance through “Single Window” and “Internet Plus Customs”. The mode of “one-off registration and submitting the list by batches” will be adopted to process the procedures of the Customs so as to guarantee the quick Customs Clearance for materials of the CIIE after they reach the port.

II. Examination, Approval and Entry of Exhibits

The exhibitor shall submit application before the entry of animals, plants and their products and special articles, which are subject to quarantine approval. Such exhibits can enter into China only after the approval of the Customs (Annex 3).

The exhibits shall meet the requirements of the Prohibition List for Inspection and Quarantine during the First China International Import Expo of 2018 (hereinafter referred to as “Prohibition List”) and the Restriction List for Inspection and Quarantine during the First China International Import Expo of 2018 (hereinafter referred to as “Restriction List”).
