Speech by H.E. Liu Xiaoming, Chinese Ambassador to the UK, at the Official Banquet of the China-UK Business Leaders Forum: Produce New Outcomes and Provide New Impetus
尊敬的倫敦金融城市長埃斯特林先生，
尊敬的英國政府對華貿(mào)易專員彭雅賢先生，
各位嘉賓，
女士們、先生們，
大家晚上好！
很高興出席由倫敦金融城主辦的中英商業(yè)領(lǐng)袖晚宴。
今天對我可以說是“金融城日”。一大早，我出席在倫敦證券交易所舉行的第十五屆世界華商大會開市儀式和推介會，接著我轉(zhuǎn)場到金融城市政廳，出席亞洲金融合作協(xié)會2019年綠色金融國際論壇，今晚又到此出席中英商業(yè)領(lǐng)袖晚宴。一天之內(nèi)三次到訪倫敦金融城，三次發(fā)表以經(jīng)濟金融為主題的講話，這在我擔(dān)任中國駐英國大使9年多時間還是第一次。這充分說明，中英金融合作充滿活力，形成了“你中有我，我中有你”的利益共同體，開創(chuàng)了合作共贏的新格局。

Ladies and Gentlemen:
Good evening!
It is a real delight to join you at the official banquet of the China-UK Business Leaders Forum hosted by the City of London.
Today is my "City Day".
Early in the morning, I was at the London Stock Exchange for the Market Open in honour of the 15th World Chinese Entrepreneurs Convention coming to London.
Right after that, I was here in the Guildhall for the International Forum for Green Finance hosted by Asian Financial Cooperation Association.
And now, here I am again joining you for the banquet of the China-UK Business Leaders Forum.
Never before in my more than nine years as Chinese Ambassador to the UK have I ever visited the City three times and given three speeches on economic and financial subjects in a single day!
I think this gives full testament to the vitality of China-UK financial cooperation. It shows the financial sectors of our two countries are bound together in a community with shared interests in win-win cooperation.
當前，國際金融領(lǐng)域變革方興未艾，大數(shù)據(jù)、云計算等新技術(shù)不斷升級，金融科技、普惠金融、綠色金融等新領(lǐng)域?qū)映霾桓F。中英商業(yè)領(lǐng)袖論壇以“金融領(lǐng)域科技創(chuàng)新和可持續(xù)發(fā)展”為主題，緊扣全球金融產(chǎn)業(yè)發(fā)展新潮流，共同開拓中英金融合作新疆域，可謂恰逢其時。
展望未來，如何推動中英金融合作百尺竿頭更進一步？我認為，要把握好“三個力”：
The international financial sector is experiencing enormous transformation. This is as a result of constant upgrading of new technologies such as big data and cloud computing, which is giving birth to new concepts such as fin-tech, inclusive finance and green finance.
I cannot agree more with the theme of today's forum, namely, "A Partnership for Sustainable and Innovative Growth". I think it reflects the new trend in the development of international financial services. And it encourages us to explore new frontiers of China-UK financial cooperation.
We must all ask ourselves this question as we go forward: Where do we go from here for China-UK financial cooperation? How can we achieve greater progress?
I think we should make the following three efforts.
第一，深挖優(yōu)勢互補的潛力。倫敦金融城是全球領(lǐng)先的金融中心，擁有悠久的歷史、豐富的金融管理經(jīng)驗和充足的人才資源。目前，倫敦是全球最大的人民幣離岸交易中心和第二大人民幣離岸清算中心，8家中資銀行在此設(shè)立分行，多家中資保險企業(yè)在此開設(shè)分支機構(gòu)。中英作為新興金融大國和傳統(tǒng)金融強國，雙方在金融服務(wù)、管理、創(chuàng)新等方面的互補優(yōu)勢日益顯現(xiàn)，有望形成“1+1大于2”的效果。
First, we should match our comparative strengths.
The City of London, as a top financial centre in the world, has a time-honoured history, extensive management expertise and a rich talent pool.
At the same time, London is also the world's largest RMB offshore trading centre and the second largest RMB offshore clearing centre. It is home to overseas branches of eight banks and many insurance companies from China.
China, with its newly-acquired financial strength, and the UK, with its traditional financial power, have comparative strengths in financial services, management and innovation. The strengths of our two countries combined could achieve multiplying effect.
