1.實(shí)現(xiàn)核能完全和平利用是全人類的共同愿望。中國一貫主張全面禁止和徹底銷毀核武器，堅(jiān)定奉行自衛(wèi)防御的核戰(zhàn)略，始終恪守在任何時候和任何情況下不首先使用核武器的政策，明確承諾無條件不對無核武器國家和無核武器區(qū)使用或威脅使用核武器。中國堅(jiān)決反對核武器擴(kuò)散，積極支持加強(qiáng)國際核安全努力，堅(jiān)定支持各國平等亨有和平利用核能權(quán)利。
It is the shared aspiration of mankind to see nuclear energy used solely for peaceful purposes.China has consistently stood for the complete prohibition and thorough destruction of nuclear weapons and stayed firmly committed to a nuclear strategy of self-defense. We have adhered to the policy of no-first- use of nuclear weapons at any time and under any circumstance, and made the unequivocal commitment that we will unconditionally not use or threaten to use nuclear weapons against non-nuclear-weapon states or nuclear-weapon-free zones. We firmly oppose nuclear weapons proliferation, and strongly support efforts to enhance international nuclear security and the equal right of all countries to the peaceful use of nuclear energy.
2. 國際安全形勢復(fù)雜多變，核安全問題日益引起國際社會關(guān)注，主要是非傳統(tǒng)安全問題凸顯、核恐怖主義潛在威脅不容忽視、核材料流失和非法販運(yùn)風(fēng)險(xiǎn)上升。妥善應(yīng)對核安全挑戰(zhàn)，保障核能持續(xù)健康發(fā)展，維護(hù)國際安全穩(wěn)定，成為各國共同面臨的重要課題。加強(qiáng)核安全符合各國共同利益，需要我們攜手努力。
The complex and fluid global security situation has highlighted nuclear security as a growing concern to the international community. With non-traditional security issues becoming more prominent, the potential threat of nuclear terrorism cannot be neglected, and the risk of nuclear material diversion and illicit trafficking is on the rise. It is incumbent upon all countries to properly address the nuclear security challenge, ensure sustained and sound development of nuclear energy, and uphold international security and stability. Enhanced nuclear security serves the interest of all countries and requires concerted action.
3.中國本著負(fù)責(zé)任的態(tài)度，高度重視核安全，堅(jiān)決反對核擴(kuò)散和核恐怖主義。中國支持并嚴(yán)格履行現(xiàn)有核安全國際公約及聯(lián)合國安理會相關(guān)決議。2008年，中國批準(zhǔn)了《核材料實(shí)物保護(hù)公約》修訂案。中國已啟動《制止核恐怖書義行為國際公約》國內(nèi)批約程序，將積極推動這一進(jìn)程。
With a responsible attitude, China attaches great importance to the issue of nuclear security and firmly opposes nuclear proliferation and nuclear terrorism. China supports and has strictly complied wilh existing international nuclear security conventions and relevant UN Security Council resolutions. We ratified the Amendment to the Convention on the Physical Protection of Nuclear Material in 2008. We have started the domestic ratification process for the International Convention for the Suppression of Acts of Nuclcar Terrorism and will actively move this proccss forward.
4.中國重視并積極參與國際核安全合作。中國積極支持國際原子能機(jī)構(gòu)核安全工作，是“打擊核恐怖義全球倡議”的創(chuàng)始伙伴國，同許多國家保持雙邊交流。2008年北京奧運(yùn)會期冋，中國同國際原子能機(jī)及有關(guān)國家在核安全領(lǐng)域開展了良好合作。中方愿同各國分享做好重大活動核安全工作的經(jīng)驗(yàn)。
China values and takes an active part in international cooperation on nuclear security. China, has given active support to International Atomic Energy Agency's (IAEA's) work in nuclear security. China is an initial partner of the “Global Initiative to Combat Nuclear Terrorism”. And we have conducted bilateral exchanges with many countries. During the Beijing Olympic Games in 2008, we had good cooperation with the IAEA and relevant countries in the field of nuclear security. China stands ready to share experience with other countries on nuclear security for important events.
5.核安全問題事關(guān)核能和經(jīng)濟(jì)可持續(xù)發(fā)展，事關(guān)社會穩(wěn)定和公眾安全，亊關(guān)國際和平與安寧。核能開發(fā)利用是20世紀(jì)人類最偉大的科技成就之一，促進(jìn)了人類社會進(jìn)步，給廣大民眾帶來了福祉。步入21世紀(jì)，為應(yīng)對氣候變化、保障能源安全，核能需求大幅增長，核工業(yè)發(fā)展勢頭強(qiáng)勁， 核能與各國經(jīng)濟(jì)社會發(fā)展的關(guān)系更為緊密。
Nuclcar security concerns the sustainable development of nuclear energy and the wider economy. It hears on social stability and public safety, and affects international peace and tranquility. The development and utilization of nuclear energy was one of the greatest scientific and technological achievements of the 20th century. It brought benefits to the
people and spurred human progress. With the advent of the 21st century, the demand for nuclear energy has grown significantly to meet the need of tackling climate change and ensuring energy security. The nuclear industry has shown a strong momentum of growth, and nuclear energy has played a greater role in economic and social development.
