The Belt and Road Ecological and Environmental Cooperation Plan
推動(dòng)共建絲綢之路經(jīng)濟(jì)帶和 21 世紀(jì)海上絲綢之路（以下簡(jiǎn)稱(chēng)“一帶一路”）倡議旨在促進(jìn)沿線各國(guó)經(jīng)濟(jì)繁榮與區(qū)域經(jīng)濟(jì)合作，加強(qiáng)不同文明交流互鑒，促進(jìn)世界和平發(fā)展。自“一帶一路”倡議提出以來(lái)，“一帶一路”建設(shè)進(jìn)展迅速，一批重大工程和國(guó)際產(chǎn)能合作項(xiàng)目落地。在生態(tài)環(huán)保合作領(lǐng)域，中國(guó)積極與沿線國(guó)家深化多雙邊對(duì)話、交流與合作，強(qiáng)化生態(tài)環(huán)境信息支撐服務(wù)，推動(dòng)環(huán)境標(biāo)準(zhǔn)、技術(shù)和產(chǎn)業(yè)合作，取得積極進(jìn)展和良好成效。
為進(jìn)一步貫徹落實(shí)《推動(dòng)共建絲綢之路經(jīng)濟(jì)帶和 21 世紀(jì)海上絲綢之路的愿景與行動(dòng)》（以下簡(jiǎn)稱(chēng)《愿景與行動(dòng)》）、《“十三五”生態(tài)環(huán)境保護(hù)規(guī)劃》和《關(guān)于推進(jìn)綠色“一帶一路”建設(shè)的指導(dǎo)意見(jiàn)》，加強(qiáng)生態(tài)環(huán)保合作，發(fā)揮生態(tài)環(huán)保在“一帶一路”建設(shè)中的服務(wù)、支撐和保障作用，共建綠色“一帶一路”，環(huán)境保護(hù)部編制《“一帶一路”生態(tài)環(huán)境保護(hù)合作規(guī)劃》。
The Initiative of Jointly Building the Silk Road Economic Belt and the 21st-Century
Maritime Silk Road (hereinafter referred to as the Belt and Road) aims to promote economic prosperity of countries along the routes and regional economic cooperation, strengthen exchange and mutual learning among different civilizations, and contribute to world peace and development. Since its inception, the Belt and Road Initiative has proceeded rapidly with the implementation of a number of major programs and international production capacity cooperation projects. In the field of eco-environmental cooperation, China has achieved positive progress and promising results by actively deepening bilateral dialogue, exchange and cooperation with countries along the Belt and Road, reinforcing eco-environmental information support services and advancing cooperation on environmental standards,
technologies and industries.
To strengthen cooperation on eco-environmental protection and enable eco-environmental protection to serve, support and guarantee the Belt and Road construction towards environment-friendly routes, the Ministry of Environmental Protection (MEP) hereby formulates The Belt and Road Ecological and Environmental Cooperation Plan, pursuant to the Vision and Actions on Jointly Building Silk Road Economic Belt and 21st-Century Maritime Silk Road (hereinafter referred to as the Vision and Actions), 13th Five-Year Plan for Protecting the Ecological Environment, and Guidance on Promoting Green Belt and Road.
一、重要意義
（一）生態(tài)環(huán)保合作是綠色“一帶一路”建設(shè)的根本要求中國(guó)高度重視綠色“一帶一路”建設(shè)。中國(guó)國(guó)家主席習(xí)近平多次強(qiáng)調(diào)，要踐行綠色發(fā)展理念，著力深化環(huán)保合作，加大生態(tài)環(huán)境保護(hù)力度，攜手打造綠色絲綢之路?！对妇芭c行動(dòng)》提出，在投資貿(mào)易中突出生態(tài)文明理念，加強(qiáng)生態(tài)環(huán)境、生物多樣性和應(yīng)對(duì)氣候變化合作。 推進(jìn)生態(tài)環(huán)保合作是踐行生態(tài)文明和綠色發(fā)展理念、提升“一帶一路”建設(shè)綠色化水平、 推動(dòng)實(shí)現(xiàn)可持續(xù)發(fā)展和共同繁榮的根本要求。
I. Significance
(I) A fundamental requirement of environment-friendly Belt and Road
China attaches high importance to eco-friendly Belt and Road. Chinese President Xi Jinping
stressed the concept of green development in many occasions, calling for in-depth
eco-environmental cooperation and intense eco-environmental protection in a joint effort to
build green Silk Roads. The Vision and Actions made it clear to promote ecological progress
in conducting investment and trade and increase cooperation in conserving eco-environment,
protecting biodiversity and tackling climate change. The cooperation on eco-environmental
protection meets the fundamental requirement of reinforcing eco-friendly Belt and Road
construction with a view to sustainable development and common prosperity while practicing
the concepts of ecological civilization and green development.
